Steve is the President and Principal Consultant for Resudox Solutions. He has more than 20 years of technical, operational, consulting and executive management experience in the global telecommunications industry while working throughout North America, the Middle East, and Africa. His specialty is the management of complex telecommunications and ICT projects, often in challenging or austere environments.

He launched a global initiative to improve the satellite industry’s support of disasters in the aftermath of the Haiti earthquake, which he continues to manage. Through open collaboration across the industry, and has resulted in a more effective and more efficient response and support for the humanitarian community.

Steve holds multiple certifications in public safety, disaster response and crisis communications, including Firefighter, Structural Collapse Rescue Technician, and Tactical Medical Provider. He has deployed to numerous disasters in the United States and globally with a range of teams, including leading the NetHope team to Vanuatu in 2015, where he also served as the UN ETC NGO Coordinator. In 2013 he was honored as a White House Champion of Change for the “leadership he demonstrated in his involvement in response and recovery efforts following Hurricane Sandy” as an inaugural member of the FEMA Innovation Team during the Hurricane Sandy response.

Steve was appointed to the FEMA National Advisory Council (NAC) by Administrator Pete Gaynor in October, 2019, serving in the role of Communications SME through the end of his term in November, 2021.

Steve also serves on the US National Coordinating Center for Telecommunications and the US Department of Homeland Security’s Science and Technology Directorate’s First Responder Resource Group. Steve served on the US Department of State’s ACICIP International Disaster Response Sub-Committee from inception in 2010 until it was stood down.

In addition to his telecommunications work Steve has nearly a decade of experience in disasters and crisis management. He served as an adjunct high-angle rope access instructor in the IDF Special Forces Counter-Terror School, and is a former member of a wilderness search & rescue team. Steve is an instructor for both the Until Help Arrives and ACS Stop the Bleed programs.

He is also a volunteer with the American Red Cross, serving on the GovOps team as a liaison to FEMA and other government agencies. Steve currently serves as a volunteer volunteer Firefighter/EMT and is a member of the Special Operations Technical Rescue Team (USAR) in Rockville, Maryland.
